this deck is insanely hard to play and most of your winning usually depends what you get in 
your first hand.  pray for getting the planar portal and your rings (and ingots) 
out with in your first few turns.  getting your defence(shield) out quickly is crucial.
it uses a combination of isochron scepter and echoing truth to lift up the delay
counters on the shield so you never lose life or pay mana.  to completely make the other
player useless you can play the decree of silence and regulate it with the power conduits.
this completely shuts down the other players ability to play spells.  and both of the 
players wait for the reactor to win the game

note: this deck doesnt work well against those stupid uncounterable decks with obliterate
and the like, if you are playing against more than one player, and other control decks
(to make this deck faster you could add moxes and lotus but it just is too expensive for me)
